You can reorder questions, pages, and even move questions between pages using the survey reordering feature. From any survey with at least two questions or two pages, click the reordering button:
You will be presented with a list of all pages, and the questions within those pages:
Moving Questions
You can move a question by dragging the question using the drag icon:
A blue bar will indicate where it can be dropped.
Note that you can drag a question from one page to another.
Moving Pages
Similar to moving questions, drag a page using the drag icon:
A blue bar will indicate where it can be dropped:
When you drag a page, all of the questions will fold inside the page to make it easier to see what you are dragging.
IMPORTANT: Note that moving a page will change your question numbering. You may also need to update any survey branching rules.
